Obama’s ‘Redistribution of Wealth’ Radio Interview, 2001

If you ever had any doubts about what Barack Obama’s intentions for America really are, all you need to do is listen to his own words—from way back before he became president–to get your answer.

What follows is the transcript of a Chicago radio interview with then-Senator Obama in 2001.  NakedEmperorNews.com reproduced the interview for YouTube and at the end of their video they wrote, “This is not a discussion about whether or not redistribution of wealth is right or wrong.  This is a discussion about how best to do it!”

Announcer: Good morning and welcome to Odyssey on WBEZ Chicago 91.5 FM and we’re joined by Barack Obama who is Illinois State Senator from the 13th district and senior lecturer in the law school at the University of Chicago.

Obama: If you look at the victories and failures of the civil rights movement and its litigation strategy in the court, I think where it succeeded was to vest formal rights in previously dispossessed peoples. So that I would now have the right to vote, I would now be able to sit at the lunch counter and order and as long as I could pay for it I’d be okay.

But the Supreme Court never ventured into the issues of redistribution of wealth and sort of more basic issues of political and economic justice in this society.  And to that extent as radical as people tried to characterize the Warren court, it wasn’t that radical. It didn’t break free from the essential constraints that were placed by the founding fathers in the Constitution, at least as it’s been interpreted, and the Warren court interpreted it in the same way that generally the Constitution is a charter of negative liberties.  It says what the states can’t do to you, it says what the federal government can’t do to you, but it doesn’t say what the federal government or the state government must do on your behalf.   And that hasn’t shifted.

One of the I think tragedies of the civil rights movement was because the civil rights movement became so court focused, I think that there was a tendency to lose track of the political and community organizing and activities on the ground that are able to put together the actual coalitions of power through which you bring about redistributed change and in some ways we still suffer from that.

Announcer: Let’s talk with Karen. Good morning, Karen, you’re on Chicago Public Radio.

Karen: Hi. The gentleman made the point that the Warren court wasn’t terribly radical with economic changes. My question is, is it too late for that kind of reparative work economically and is that that the appropriate place for reparative economic work to take place–the court–or would it be legislation at this point?

Obama: Maybe I’m showing my bias here as a legislator as well as a law professor, but I’m not optimistic about bringing about major redistributive change through the courts.  The institution just isn’t structured that way.

You just look at very rare examples during the desegregation era the court was willing to for example order changes that cost money to a local school district.  The court was very uncomfortable with it.  It was very hard to manage; it was hard to figure out.  You start getting into all sorts of separation of powers issues in terms of the court monitoring or engaging in a process that essentially is administrative and takes a lot of time.

The court’s just not very good at it and politically it’s very hard to legitimize opinions from the court in that regard.  So I think that although you can craft theoretical justifications for it legally.  Any three of us sitting here could come up with a rational for bringing about economic change through the courts.

    Did anyone catch that term, “negative liberties”? How or why would anyone consider the Constitution as ‘negative liberties’? It is a very postive thing for Americans giving them the rights to speak freely, worship freely, own a gun, and many other things. This is the problem with having a Muslim Nazi dictator type trying to run the country. He doesn’t realize that we do have rights that are only negative toward what he wants which is a third world country where he parties all the time and we work as do only as told.

      What he meant by negative liberties is that the constitution says what the Government cannot do.

      An example is the first amendment. It does not say what the Government can do – it says what they cannot do.

      Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.

      The Framers of the Constitution Knew what the word Free meant. The wanted to ensure individual freedoms thus they wrote what the Congress(Government) could not do to abridge, infringe, or deny any of the then COMMONLY Accepted Freedoms at that time in history. Race, Religion, Sexual Orientation was not an issue at that time it was a forgone conclusion that ALL legitimate (taxable) Citizens have equal freedoms.       The Constitution does so tell what the government should do for us. They shall defend and protect us from enemies, provide for the infrastructure of the nation,regulate commerce. All the rest of the jobs they do they have usurped from the states.(agriculture, education, labor, EPA, etc.)

    His answer is to circumvent congress and the courts with executive orders when he decides the Constitution is too restraining.

    The Constitution CLEARLY states PRECISELY what the Federal government must do for the people. The REST is up to the States to decide for themselves.

      Impeachment doesn’t NECESSARILY remove him from office – he needs to be REMOVED. Impeachment is initiated by a constitutional body, a.k.a. Congress, and the removal would depend on the charge and conviction. But none of them have the cojones to do so. I think there is a lot of fear of retaliation from the powers that be and it’s not Onumba.

      If it was Proved within reason that He is not eligible to be POTUS, ie. Not a NATURAL BORN CITIZEN OF THE UNITED STATES. He could literally be thrown to the curb of Pennsylvania Avenue along with all of his belongings an if he refused to vacate would be charged with criminal tress pass.He could also be charged with Several million counts of fraud. But there is not a single elected or appointed official in the entire united state who will initiate the required actions to make it happen. The governor of Hawaii, and the mayor of Honolulu, Nancy Pelosi and many many others could be charged with conspiracy to commit fraud. Simple because; as individual legitimate tax payers we each have been defrauded of our tax dollars(our investment into the U.S. Government that has been and are paying him.

    obama had several interviews before he was elected and said his economic policies would be based on returning the wealth of this country to its “rightful owners”. He also said he understood that lowering taxes brought in more revenue to the treasury but that would be fundamentally unfair. I would like to know who it is fundamentally unfair to as well as who are the “rightful owners”.

    I never heard his interviewers ask those questions. Wouldn’t those questions be the natural followup to his ridiculous statements?
