The complete text and summary of the bill are not yet available on Congress.gov, but the bill is H.R. 1180.

As I’m sure you’re certainly aware by now, the ATF has proposed changes to the way they classify armor piercing ammunition which could end up banning the popular M855 5.56 round (aka “green tip” or “penetrator”).

The ATF is currently accepting comments on the issue before making a decision. Congressional letters opposing the move have been circulating and tens of thousands of Americans have signed a White House petition on the matter.

However, one Congressman is taking it a step further. Rep. Tom Rooney (R-Fla.) has introduced the Protecting Second Amendment Rights Act.

The act goes a step further than just opposing the ATF’s current plan. The bill would completely strip the ATF of their authority to regulate ammunition.
