President Obama said he would ask Congress to reduce the U.S. nuclear stockpile by a third in a speech Wednesday at Berlin’s Brandenburg Gate.

“So long as nuclear weapons exist, we are not truly safe,” Obama told a crowd of thousands gathered on the East side of the gate that once separated East Berlin from the West.

The president spoke before a much smaller crowd than the one that attended an appearance in 2008 during his presidential campaign. Around 6,000 tickets were distributed to the speech, while hundreds of thousands of Berliners attended the 2008 speech.
