This is the second article in a series of articles titled “To Strengthen America” which I have chosen to write about. I have become aware of the focus on the needed “unity” of the congress, as being encouraged by the Heritage Foundation, and the theme of their Heritage Action Policy Summit held in February.

H.R. Bill 2300

Also known as “The Empowering Patients First Act” and I must tell you that I like this bill as much as I like HR 1847, maybe more, for though my privacy is important, my good health is paramount to my personal wellbeing. This bill if passed will get rid of Obamacare which has become a pain in the side of the American People.

HR 2300 was introduced to congress by Rep. Tom Price of Georgia on the 6th of June 2013 and was referred to committee that day.  It has a matching Senate bill, S. 1851, which was referred to committee on Dec 18, 2013.  So far there are 58 co-sponsors of HR2300, all of them Republican. There is no bi-partisan unity. A summary of the bill, shows the following:

  • Repeals Obamacare
  • Extends income tax deduction on health care premiums to participants of non-group/individual insurance market.
  • Creates tax credit refunds for low-income people to buy insurance from the individual market.
  • Give incentives and expands grants for qualified groups.
  • Allows shopping across state lines and creates pooling as in association health plans and individual membership accounts.
  • Offers the option of a voucher for private purchase by people with Medicaid and SCHIP.
  • Establishes health courts in each state for medical malpractice reform.
  • Prohibits federal funding of abortion and abortion coverage and protects the conscience rights of the medical profession.

The full HR 2300 bill can be read at and the

S. 1851 bill can be read at I have compared the two and they are very much the same.

It is unfortunate that the democrat congressmen appear to all want to stay in bed with President Obama and his Affordable Care Act which is anything but affordable.  There seems to be an overwhelming belief by the supporters of Obamacare that there is nothing that could possibly ever replace Obamacare.  Well that just is not true. The HR 2300 is a very good alternative, as is mentioned in the Canadian Free Press:

It will take the support of many of our congressmen, of all parties, to pass this bill. We must inundate our representatives in congress with our demands that they represent the wishes of the people, us who they represent, and that we do not want Obamacare.  We do not want its cost, we do not want its failure, we do not want its invasion, we do not want its immoral acts on society… we do not want it Uncle Sam! Instead we want it replaced with a more just healthcare such as HR 2300. Contact your congressmen and women and tell them how you feel. Tell them to support the “Empowering Patients First Act” HP 2300.
